Project 1:

Atlantic & Burlington County Sites

68 - Little Panama

Little Panama is as unconfined disposal site located on Brigantine Island next to the bridge connecting the island to Atlantic City.  This site is heavily vegetated, with some trees, poison ivy, and Phragmities.  The history of this site confirms that it was created for fill during the building of the high water clearance Brigantine bridge in the late 1960’s.  An auger sample was taken in the middle of the site, and a grain size analysis showed that Little Panama is composed of approximately 80% sand.  Several attempts have been made to develop this location with casino-related hotel/shopping concepts.  The New Jersey Department of Environmental Protection (NJDEP) won a legal case that held the site was a “Bay Island”, not a “Barrier Island”, therefore subject to a far lower development footprint on the site.  Thus far no low-density proposals have been offered.
