139 – Laurel Harbor #1

Along the Laurel Harbor lagoon-development community water ways are three privately-owned unconfined disposal sites, Laurel Harbor #’s 1 to 3. All three sites are located in Lacey Township and appear to be side-cast sites. The material was consistently placed along each of the constructed lagoon channels.  Altogether dredge material covers approximately 14 acres of land along the southern border of Laurel Harbor.  Site #139 surrounds Donald and Woodbury Court and is formed in a “U” shape.  Site #140 is across the lagoon channel from Donald Court and site #141 runs 0.75 mile along Cedar Drive.  Due to the small sizes of these three sites and the low probability that any would ever receive permits to be reused as dredge material sites again, no sampling or surveying of them occurred.  The physical parameters have been determined from the recent aerial photography and the site visit.  The size, configuration and channel geometry indicate that these were never intended as dredge material storage sites, but as expansion of the existing development to create more lagoon frontage properties, stymied by the 1970 NJ Wetlands law passage.
